ACT 3 OF THE DECENTRALISATION : A NEW STRATEGY FOR POPULAR MUSIC

The act 3 of the decentralization marks a major shift in administrative organization in France.
The legislature clarifying regional organization within the republic  constitutes an essential aspect that will sustainably impact socio-economical and cultural politics.
The removal of certain types of regional authorities,  adjustments of perimeters, the strong growth of inter-communal organizations, competence clauses, interactions between regional and state services, etc. : a big bang that is as intimidating as it is potentially fertile.
If the question of means is indeed crucial, how could we not see an opportunity to improve cultural equity and enhance the economy all while placing locals at the center of the decision making process?
The key challenge is to accompany the practices of local actors at the scale where our public is located. This year's Mama, is an invitation to debate the economical and cultural impacts of this reform. Beyond the legitimate questions surrounding finances, it is ultimately the organization of regions and solidarities themselves that are being questioned. Territorial cooperation, community services, state services, one-stop-shop, etc. are just a few of the heated subjects that will be handled in the presence of elected officials and representatives from the music industry alike.

Employers' organization founded in 2005 by the Fédurock and FSJ (merged into Fedelima in 2012), it gathers some 200 companies of the popular music sector. The SMA displays its activities of information, advice and representations of its members in the organizations of the sector.
