FESTIVALS, APPROACHING REGULATIONS THAT LIMIT SOUND LEVELS...

The health minister is undertaking legislature that includes an articles indicating «  activities that imply the broadcast of sound at high decibel levels, in all places that are public or that receive the public, whether open or closed, will be practiced in a way that allows for the protection of the hearing of the public and the health of local residents ». The implementation procedures for this article will be established by decree in the council of state. Outdoor performances will thus be included and sound levels prescribed by the the health minister will be based on recommendations in a report from the High council of health that proposes a limitation of 100 dB during 15 minutes. This level is 5 dB lower than current legislature for enclosed venues.  If we consider the fact that sound power levels are doubled every 3 dB, it is apparent that 5 dB less is not insignificant.
Will our artistic and cultural practices be in danger at these levels? This forum proposes feedback from directors of foreign festivals that have already dealt with these sound limitations and offers the question up for debate among french professionals.
